For the proposed locations, in most cases the full arrays of turbines shown are the maximum proposed build out within the individual design envelope of the project. In some cases, more than one proposed layout is provided. If no specific configuration option is shown in the attributes, then all the locations are considered the preferred option. These data are subject to change and will be updated as new publicly available information is released.

Description: Export Cables are the electrical cables that will carry electricity from the power generators (wind turbines) to a power substation. These polygons represent the potential area (easement) in which proposed locations of the export cable portions of a wind farm may be installed and are meant to show the area that the developer intends to investigate for the final location of one or more export cables that the developers of the wind farms intend to build.
<br/>
<br/>
This data set represents the proposed area the developer intends to investigate for the location of one or more export cables, the electrical cables that will carry electricity from the wind turbines to a power substation. These polygons represent the potential area (easement) in which proposed locations of the export cable portions of a wind farm may be. Cable study locations are shown as the most favorable option (1) to alternate options (2,3,4,5) from the perspective of the wind farm developer. Since proposed project design, review, and permitting is an iterative process, the final design and buildout of the features may vary from what is presented here. Users should also be aware that developers often show more than one alternative and all of these will not necessarily represent the final permitted design but are part of a number of options to be reviewed. Description: This layer shows the Maine Aqua Ventus project New England Aqua Ventus I, as located in the test site. Maine Aqua Ventus I, GP, LLC, is leading a demonstration project called New England Aqua Ventus I, a 12 MW floating offshore wind pilot project to develop a renewable energy source off Maine’s shores. Project participants include Cianbro Corporation, the University of Maine, and DCNS. This demonstration project will deploy two 6 MW turbines on VolturnUS, the floating concrete semi-submersible hull designed by UMaine, south of Monhegan Island, off the coast of Maine. Each floating hull/turbine is held in position in the ocean by three marine mooring lines securely anchored to the seabed, with the electrical generation connected by subsea cable to the Maine power grid on shore. The floating offshore wind turbine platforms and column segments will be fabricated and assembled at an existing industrial facility adjacent to the Penobscot River in Hampden. Turbine components will be assembled on the hull in Searsport and subsequently towed to the UMaine Deepwater Offshore Wind Test Site at Monhegan Island. An interconnection alternate current (AC) cable will join the turbines, and then connect to a 34.5 kilovolt (kV) subsea power cable extending from the test site to a proposed onshore transition point. Several routes to the mainland are currently being evaluated. Once installed, the turbines are expected to produce clean renewable energy for the duration of a 20-year power purchase agreement (PPA). <br/>

Description: Atlantic Link has a goal of delivering clean, reliable, carbon-free electricity from land-based wind farms and hydro facilities in Atlantic Canada through a secure, subsea transmission cable. The transmission line will extend from Coleson Cove, south of Saint John, New Brunswick, underwater to Plymouth, Massachusetts where it will connect to use electricity infrastructure that currently connects the grid to Pilgrim nuclear station. That plant is scheduled to retire in 2019. This ~375-mile, 1,000 MW subsea highvoltage direct current (HVDC) interconnection will deliver 5.69 terawatt hours (TWh) of clean energy annually, directly to Massachusetts, for a delivered price that remains fixed for 20 years. Atlantic Link’s supply mix is over 70% wind energy from yet to be constructed wind farms in New Brunswick and Nova Scotia. The balance is hydro, supplied by Nalcor Energy and NB Power. The project has been proposed in response to the Massachusetts Clean Energy RFP <a href="https://macleanenergy.com/"/" target="_blank">(macleanenergy.com) </a>, under which the state’s electric utilities have called for approximately 9.45 terawatt hours (TWh) of wind and/or hydro energy. <br/>
<br/>
On July 26th, Clean Power Northeast Development Inc. submitted the Atlantic Link Project in response to the Massachusetts Request For Proposals (RFP) for Long-Term Contracts for Clean Energy Projects pursuant to Section 83D of Chapter 169 of the Acts of 2008, as amended by chapter 188 of the Acts of 2016, An Act to Promote Energy Diversity <br/>
<br/>
<b><u>Federal Permitting</b></u>
<br/>
Formal permitting activity has been paused since the spring of 2018 while options for development of the Atlantic Link project are being assessed.

The work involves the installation of a 1.5-inch diameter submarine fiber optic telecommunication cable system (the Amitie cable project) to link the United States, France, and the United Kingdom. The purpose is to improve telecommunication data transmission capacity and speeds in order to satisfy a growing demand for transmission capacity in the United States and Europe. From the rotary at the intersection of Nahant Road and Lynn Shore Drive in Lynn, MA, the cable
would head east under Nahant Bay. The cable would then extend northeast under the waters of Swampscott, Marblehead, Salem, Beverly, Manchester-by-the-Sea, Gloucester, and Rockport. The cable would then continue northeast, avoiding the Stellwagen Bank National Marine Sanctuary and then head further east to the limits of the EEZ. Description: The Proposed or final location of one or more substations supporting an offshore wind farm project. Substations can be those within the offshore lease area or onshore. Proposed locations are subject to change and often represent more than one possible design option for a single project.
<br/>
<br/>
This data set contains both proposed and installed power substations. Substations can be within the offshore lease area or onshore. Offshore substations receive power from wind turbine facilities via electric cables and act as a collector to transport the electricity to the export cable and to onshore substations. Proposed project design, review, and permitting is an iterative process, so the final design and buildout of the substations is subject to change. The data may represent different alternatives options to be reviewed and the final plan may vary from what is presented here. This data set will be updated as new publicly available information is released.

<br/>
<br/>
This dataset shows proposed and installed wind turbine locations. Currently, there are only two installed turbines, located in the Coastal Virginia Offshore Wind Lease (OCS-A-0497). Until installed, all proposed locations and turbine specifications are subject to change.

<br/>
<br/>
This data set will be updated as new publicly available information is released.

Description: On Jan. 12, 2022, Secretary of the Interior Deb Haaland <a href="https://www.doi.gov/pressreleases/interior-department-announces-historic-wind-energy-auction-offshore-new-york-and-new" target="_blank">announced</a> that BOEM will hold a wind energy auction on Feb. 23, 2022, for more than 480,000 acres in the New York Bight. This will be the first offshore wind energy auction under the Biden-Harris Administration. The auction will allow offshore wind developers to bid on six lease areas – the most areas ever offered in a single auction – as described in BOEM’s <a href="https://www.boem.gov/sites/default/files/documents/renewable-energy/state-activities/87-FR-2446_0.pdf" target="_blank">Final Sale Notice</a>. Leases offered in this sale could result in 5.6 to 7 gigawatts of offshore wind energy, enough to power nearly 2 million homes. As offshore wind technology continues to advance, these areas may have the potential to produce even more clean energy. On January 19, BOEM hosted the fifth and final meeting on the New York Bight leasing process targeted towards the fisheries community. The purpose of this meeting was to describe how BOEM arrived at the Final Lease Areas, provide an overview of the feedback received and how BOEM has responded. Description: On September 16, 2024, the Interior Department <a href="https://www.doi.gov/pressreleases/biden-harris-administration-announces-first-offshore-wind-lease-sale-gulf-maine" target="_blank">announced</a> the Final Sale Notice (FSN) for offshore wind leasing on the Outer Continental Shelf (OCS) in the U.S. Gulf of Maine. The FSN set the auction for October 29, 2024. The FSN includes eight lease areas off Massachusetts, New Hampshire, and Maine. If fully developed, these areas have a potential capacity of approximately 13 gigawatts of clean offshore wind energy, which could power more than 4.5 million homes.
<br/>
<br/>
The FSN was <a href="https://www.federalregister.gov/documents/2024/09/17/2024-21081/atlantic-wind-lease-sale-11-for-commercial-leasing-for-wind-power-development-on-the-us-gulf-of" target="_blank">published in the Federal Register</a> on September 17, 2024, and contains information about the areas available for leasing, certain lease provisions and conditions, auction details, criteria for evaluating competing bids and procedures for lease award, appeals and lease execution.
<br/>
<br/>
The FSN reflects a multi-year planning process that has included robust engagement with Tribes, local communities, federal and state agencies, ocean users, and stakeholders to balance the complex social, ecological, and economic factors in the Gulf of Maine. See <a href="https://www.boem.gov/renewable-energy/state-activities/maine/gulf-maine" target="_blank">BOEM’s Gulf of Maine page</a> for more background and history.

Description: On April 30, 2024, the Interior Department <a href="https://www.doi.gov/pressreleases/interior-department-proposes-offshore-wind-sales-oregon-gulf-maine" target="_blank">announced</a> its proposal for a first offshore wind energy auction in the Gulf of Maine. The proposed sale would include eight lease areas offshore Maine, Massachusetts, and New Hampshire, totaling nearly 1 million acres, which have the potential to generate approximately 15 GW of clean, renewable energy and power over 5 million homes. In identifying these areas from the Final WEA, BOEM prioritized avoidance of offshore fishing grounds and identification of vessel transit routes, while retaining sufficient acreage to support the region’s offshore wind energy goals (13-18 GW based on information from Massachusetts, Maine, and ISO-New England).

Description: On Oct. 19, 2023, BOEM <a href="https://www.boem.gov/newsroom/press-releases/boem-releases-draft-wind-energy-area-gulf-maine-public-review-and-comment" target="_blank">announced</a> a Draft Wind Energy Area (Draft WEA) in the Gulf of Maine and an accompanying 30-day public comment period. The Draft WEA covers approximately 3,519,067 acres offshore Maine, Massachusetts and New Hampshire, ranging from approximately 23 - 120 miles off the coast. For more information, visit the <a href="https://www.boem.gov/renewable-energy/state-activities/maine/gulf-maine" target="_blank">BOEM Gulf of Maine page</a>.
<br/>
<br/>
To identify an area that appears most suitable for floating offshore wind energy leasing and potential development, and taking into consideration possible impacts to coastal and marine resources and ocean users, BOEM collaborated with the National Oceanic and Atmospheric Administration’s National Centers for Coastal Ocean Science (NCCOS) to use an ocean planning model that seeks to identify and minimize conflicts.
<br/>
<br/>
The Draft WEA has a combined capacity of over 40 GW (assuming a power density of 3 megawatts per square kilometer), which exceeds the current combined offshore wind planning goals for the Gulf of Maine states: 10 GW for Massachusetts; 3 GW for Maine. BOEM anticipates future reductions to the Draft WEA, while striving to retain sufficient area to meet the States’ planning goals.
<br/>
<br/>
BOEM has also identified three Secondary Areas for Further Analysis (Secondary Areas). These areas are not part of the Draft WEA; however, BOEM seeks additional comment from the public on whether these areas (or a certain portion of them) should receive consideration as Final WEAs, and if so, under what recommended conditions. <br/>
<br/>
During the 30-day public comment period, BOEM will hold <a href="https://www.boem.gov/renewable-energy/state-activities/maine/gulf-maine" target="_blank">a series of virtual public meetings</a> to outline data and information used to inform the Draft WEA and to discuss next steps. There will be opportunities for questions and answers; however, to submit a formal comment, go to <a href="https://www.regulations.gov/" target="_blank">regulations.gov</a> and search for docket number BOEM-2023-0054. BOEM will accept comments through 11:59 pm ET on <strong>Nov. 20, 2023</strong>.

Description: Planning Area for the Gulf of Maine commercial planning and leasing process. This Planning Area is roughly bounded on the west, north, and east by BOEM’s jurisdiction for renewable energy activities on the outer continental shelf (OCS), ranging 3nmi from shore to the Exclusive Economic Zone (EEZ). BOEM delineated the southern boundary of the Planning Area by looking at the physiographic, oceanographic, and biotic variables that together uniquely define the Gulf of Maine. This Planning Area also avoids any overlap with the Planning Area used for the previous Massachusetts/Rhode Island planning and leasing process.

Description: BOEM published a Request for Competitive Interest (RFCI) for the Gulf of Maine <a href="https://www.federalregister.gov/documents/2022/08/19/2022-17922/research-lease-on-the-outer-continental-shelf-ocs-in-the-gulf-of-maine-request-for-competitive" target="_blank">in the Federal Register</a> on August 19, 2022. The RFCI is the next step in processing the State of Maine’s application for a research lease and provides notice of the proposed research area that Maine requested. Maine’s application requests 9,700 acres on the OCS in a location more than 20 nautical miles off the Maine coast. If developed, the Research Array would consist of up to 12 floating offshore wind turbines capable of generating up to 144 megawatts (MW) of renewable energy. The RFCI Area (68,320 acres) expands upon Maine’s requested research lease area to allow future siting flexibility to avoid or minimize conflicts with existing ocean users should a lease (research or commercial) be issued. Only one project, approximately the size of Maine’s research lease proposal (i.e., no more than 10,000 acres and no more than 12 floating turbines), will have the potential to move forward.
<br/><br/>
BOEM is issuing this RFCI because regulations require that BOEM identify whether or not there is competitive commercial interest in any area that is the subject of an unsolicited lease request. BOEM invites submission of indications of commercial interest, as well as comments from interested and affected parties. <a href="https://www.federalregister.gov/documents/2022/08/19/2022-17922/research-lease-on-the-outer-continental-shelf-ocs-in-the-gulf-of-maine-request-for-competitive" target="_blank">View the Federal Register notice</a> for more information about how to submit nominations and/or provide feedback by October 3, 2022.

Description: BOEM published a Request for Interest (RFI) for the Gulf of Maine <a href="https://www.federalregister.gov/documents/2022/08/19/2022-17922/research-lease-on-the-outer-continental-shelf-ocs-in-the-gulf-of-maine-request-for-competitive" target="_blank">in the Federal Register</a> on August 19, 2022. The RFI is the first step in BOEM’s commercial planning and leasing process to identify the offshore locations that appear most suitable for development, taking into consideration potential impacts to resources and ocean users. The purpose of the RFI is to gauge interest in the development of commercial wind energy leases within the RFI Area, which consists of 13,713,825 acres in the Gulf of Maine. The RFI Area follows the RFI Development Framework shared at the <a href="https://www.boem.gov/renewable-energy/state-activities/maine/gulf-maine-task-force-meeting-may-19-2022" target="_blank">May 2022 Task Force meeting</a>, and mirrors the Draft RFI Area, with the exception of the expanded RFCI area, which is described in detail on the <a href="https://www.boem.gov/renewable-energy/maine/state-activities/gulf-maine/state-maine-research-lease-application" target="_blank">Maine Research Application page</a>.
<br/><br/>
Through the RFI, BOEM seeks feedback from stakeholders, industry, Tribes, and others regarding the location and size of specific areas they wish to be included in (or excluded from) a future offshore wind energy lease sale, along with other planning considerations. This information will be used to narrow the area to be considered for offshore wind development as BOEM moves forward with the Gulf of Maine planning and leasing process.

Description: This map shows the Maine Governor's Energy Office's (Maine GEO's) Preferred Site for potential development of the Maine Floating Offshore Wind Research Array. Maine GEO has prioritized avoiding and minimizing impacts to fisheries, wildlife, and existing users. As a result, the final siting of the research array submitted in the lease application to BOEM will be within the Narrowed AOI, where the Maine Department of Marine Resources analysis has shown that it minimizes, though does not eliminate, known impacts to fishing activity within the initial AOI. After identifying the Narrowed AOI, Maine GEO considered a number of factors to determine the preferred site within that area including fishing, wildlife, cost, bathymetry, navigation, defense, and research accessibility. This effort is part of the State’s initial steps to identify a site to include in its application for a federal lease, which will require a separate federal review and approval process.
Description: Various shipping zones delineate activities and regulations for marine vessel traffic. Traffic lanes define specific traffic flow, while traffic separation zones assist opposing streams of marine traffic. Precautionary areas represent areas where ships must navigate with caution, and shipping safety fairways designate where artificial structures are prohibited. Recommended Routes are predetermined routes for shipping adopted for reasons of safety. Along certain zones of the East Coast of the United States, ships are also required to report vessel location within designated endangered species areas, such as the North Atlantic right whale. Particularly Sensitive Sea Areas need special protection because of their vulnerability to damage by international maritime activities. Areas to be Avoided are within defined limits where navigation is particularly hazardous or it is exceptionally important to avoid casualties and should be avoided by all ships or certain classes of ships.

Description: Preliminary permits maintain priority of application for a license for up to three years while a potential license applicant explores project feasibility and prepares a license application, but do not authorize construction, operation, or maintenance of a hydropower project. Although studies are often carried out while potential applicants hold preliminary permits, the permits do not authorize any activity or site access. Such permissions must be obtained from the appropriate authority.

Name: Maine Floating Offshore Wind Research Array Narrowed AOI
Display Field: Acres
Type: Feature Layer
Geometry Type: esriGeometryPolygon
Description: At the request of the Maine Governor's Energy Office, the Maine Department of Marine Resources (Maine DMR) conducted an analysis of the Area of Interest by integrating existing uses and development constraints to minimize impacts to marine resources and fisheries to identify a Narrowed Area of Interest (Narrowed AOI) for consideration. Maine DMR made use of a wide array of publicly available data, conducted interviews, and developed a composite map of fishing activity using maps on the Northeast Ocean Data Portal. Based on available federal fisheries data and the composite map that included other available data and in-person interviews, Maine DMR identified a Narrowed AOI within the Area of Interest where the least known fishing activity is occurring. This effort is part of the State’s initial steps to identify a proposed site and advance a research array in federal waters, which will require a separate federal review and approval process.
Name: Maine Floating Offshore Wind Research Array Preferred Site
Display Field: SHAPE_Leng
Type: Feature Layer
Geometry Type: esriGeometryPolygon

Description: The geometric mean of the submodels (i.e., industry and operations, natural and cultural resources, fisheries, constraints, and wind) was used to calculate an overall suitability score. The geometric mean was chosen because it grants equal importance to each variable and provides a non-biased weighting of each submodel as they interact with each other (Bovee 1986; Longdill et al. 2008; Silva et al. 2011; Muñoz-Mas et al. 2012). The resulting suitability score is reflective of the planning objective to identify Wind Energy Areas. Suitable areas were found in the southwestern side and through the central portion up to the northeastern side. In the Gulf of Maine region, different wind energy opportunities may exist under different objectives or at different scales than considered in this analysis.
Description: Upon consideration and robust analysis of data from extensive stakeholder engagement and more than 20 studies on environmental, social, economic, regulatory, and infrastructure issues, New York State has identified the Area for Consideration as the most desirable area for future offshore wind development. The Area for Consideration presents the fewest conflicts with ocean users, natural resources, infrastructure, and wildlife, and has the greatest potential for the cost-effective development of offshore wind energy to meet the State’s goals.Four Indicative WEAs in four example configurations within the Area for Consideration, each capable of supporting at least 800 MW of future offshore wind development, are also provided. The Indicative WEAs are provided for illustrative purposes and may be shifted, reshaped, or both within the Area for Consideration. No individual indicative WEA configuration represents a “best-case” scenario or priority preference.No State or Federal agency or entity has committed to any specific course of action with respect to the development of such future wind projects. Neither this Area for Consideration, nor the studies associated with it commits any governmental entity to any specific course of action. In the event BOEM identifies a new WEA and awards a lease in the future, any offshore wind project in that new WEA will be required to meet all State and Federal permit, license and other approvals prior to proceeding with the development of the project.For more information see: <a href="https://www.nyserda.ny.gov/All-Programs/Programs/Offshore-Wind/New-York-Offshore-Wind-Master-Plan/Area-for-Consideration/" target="_blank"></a> <br/>

Description: These data represent operable electric generating plants within the vicinity of the U.S. coastline by energy source. This includes all plants that are operating, on standby, or short or long-term out of service with a combined nameplate capacity of 1 megawatt or more. The presence of a facility may indicate that power transmission infrastructure exists nearby. The absence of a facility or lack of sufficient capacity at a facility in a given area may be an important characteristic in future energy planning activities.

Description: These data depict the location of facilities that generate electricity. The locations are created from the Environmental Protection Agency Emissions & Generation Resource Integrated Database (eGRID). Only facilities adjacent to the coast and Great Lakes are shown. Contained within the database are records that define the fuel source and other characteristics of the facility that may benefit ocean planners. In some cases, the presence of a facility may indicate that certain power transmission infrastructure exists nearby. Absence of a facility or lack of sufficient capacity at a facility in a given area may also be an important characteristic in future energy planning activities. Please keep in mind this is not representative of the whole eGRID. This dataset can be linked back to the additional content of the eGRID by downloading the data and joining it back to the eGRID spreadsheet.
