Layer: Preliminary Permitted Hydrokinetic Projects (ID: 40)

Parent Layer: Permitted Projects

Name: Preliminary Permitted Hydrokinetic Projects

Display Field: projectName

Type: Feature Layer

Geometry Type: esriGeometryPoint

Description: This layer shows active hydrokinetic projects with preliminary permits. A hydrokinetic project is defined as a project that generates electricity from waves or directly from the flow of water in ocean currents, tides, or inland waterways.

Preliminary permits maintain priority of application for a license for up to three years while a potential license applicant explores project feasibility and prepares a license application, but do not authorize construction, operation, or maintenance of a hydropower project. Although studies are often carried out while potential applicants hold preliminary permits, the permits do not authorize any activity or site access. Such permissions must be obtained from the appropriate authority.

For more information on the process to develop a hydrokinetic project, timeline of recent FERC actions related to hydrokinetics, and recent updates to project permit and license status visit the FERC Hydrokinetic Projects information page .

Date of last review: November 2025
